BRCKO, Bosnia (October 9,2008) - The Brcko District Supervisor Raffi Gregorian issued an order yesterday to impose a financial penalty on the Brcko District government members, in the amount of one monthly salary, for their failure to adopt the 2009 Draft Budget within the deadline set by the Statute.
Gregorian made the decision the same day that the government actually adopted the document. Gregorian further instructed the Assembly to proceed with the adoption process, despite this deadline breach, and extended its deadline by the end of 2008.
"The failure to adopt the budget in time could threaten the District’s financial stability, which is something I cannot tolerate", Gregorian explained.

GREGORIAN MET WITH TRANSPARENCY INTERNATIONAL DELEGATION
SARAJEVO, Bosnia (July 4,2008) - The International Community's Principal Deputy High Representative in Bosnia Raffi Gregorian met yesterday with a delegation of Transparency International, consisting of Executive Director Srđan Blagovčanin, Executive Board member Emir Đikić and Programme Manager Bojan Stančević.
Blagovčanin informed Gregorian that Transparency International continues to be the subject of public attacks by the political representatives of the Serbians living in Bosnia, including the alleged claim that its staff are engaged in racketeering and organised crime.
Gregorian expressed full support for Transparency International’s request for any such allegations to be handled by an independent judiciary, in accordance with principles of due process and impartiality.
“Transparency International has never been contacted by police, questioned, or served any notice by the courts. There have been repeated announcements by representatives of the (genocidal Serbian creature in Bosnia) "RS" of legal action against the organisation, which have never resulted in concrete action. If anyone believes that there is a civil or criminal case to be answered, it should be done through the courts, and not public statements”, Gregorian said.
Gregorian stressed that attacks on independent civil society actors are inconsistent with democratic practice and the rule of law.
“Instead of engaging in potentially libellous attacks against the staff of Transparency International, all levels of the Bosnian government should work on improving governance, and enhancing transparency and civil society participation in public life,” Gregorian stated.

BOSNIAN PRESIDENCY MEMBER HARIS SILAJDZIC DISCUSSED POLITICAL SITUATION IN BOSNIA WITH SEVERAL FOREIGN DIPLOMATS
SARAJEVO, Bosnia (February 22,2008) – A member of the Bosnian Presidency Dr Haris Silajdžić met with Said Nasser Mansoor Al-Sinawi Al-Hartly, the Ambassador of the Sultanate of Oman to Bosnia.
Dr Silajdžić also had separate meetings with Zulkifli Adnan, the Ambassador of Malaysia to Bosnia, Bullent Tulun, the Ambassador of Turkey to Bosnia and Raffi Gregorian, the International Community's First Deputy High Representative in Bosnia.
During the meeting, they talked about the current political situation in Bosnia and the region.
Besides that, they also talked about the state of the Bosnian economy , as well as the possibilities and the perspective for the following period.
All conversationalists agreed that besides all pressing issues in Bosnia, the priority is signing the Stabilization and Association Agreement with the European Union,the Cabinet of Bosnian Presidency Member Dr Haris Silajdžić said in a press release.

BRCKO DISTRICT SUPERVISOR RELIEVES OF DUTY TWO POLICE OFFICERS
SARAJEVO, Bosnia (February 19,2008) – The Brcko District Supervisor Raffi Gregorian issued an order in which Slobodan Katanic and Djordje Popovic are relieved of duty from the Brcko District Police.
He issued the order after the Appellate Committee adopted the resolution regarding the decision of Disciplinary Council on the termination of duty for these two officers, explaining that some procedural mistakes did not influence the verdict and Gregorian concluded that it is in the best interest of the District Police that these two are relieved of duty immediately, stated the OHR Office in Brcko.
The release explained that Gregorian planned to relieve these two police officers some time ago, but he waited on issuing the order since the Police Chief stated that he would do his best to improve the behavior of these two officers in the future, and in case this would not succeed, a disciplinary procedure would be initiated against them.
For over a year supervisor Gregorian received reports on severe breeches of duty, unprofessional behavior, inadequate service work and other inadequate activities of Katanic and Popovic with the purpose of endangering the efficiency of District Police.
Supervisor mentioned that the Tribunal for Brcko had a founding effect on the setup of professional, multi-ethnic, democratically oriented and responsible police forces in Brcko District.
Upholding the highest standards of professionalism and impartiality in the District police and especially among its high ranking officials, is the key for building a trust between citizens and Police in Brcko District, the Office of the International Community's High Representative in Bosnia (OHR) stated.
