BOSNIAN PRESIDENCY WILL NOT POSTPONE THE PROCEDURE OF RATIFICATION OF SAA

SARAJEVO, Bosnia (October 10,2008) - According to the information that the Bosnian State Presidency got from the Bosnian Ministry of Foreign Affairs it is expected that the Proposal of decision on ratification of the Stabilisation and Association Agreement (SAA) between Bosnia and the European Union will be delivered to the Presidency no later than Monday; Damir Arnaut, Bosnian President Haris Silajdzic’s advisor said yesterday.

"The Bosnian Presidency will certainly not postpone sending this document to the Bosnian Parliament; Arnaut added.

According to the procedure, the Presidency sends this Document to the Bosnian State Parliament which gives consent for ratification and then sends it to the Presidency which gives the final decision on ratification.

The Bosnian Council of Ministera adopted the Proposal of decision on ratification of the SAA on the last session, and according to this decision the Bosnian Ministry of Foreign Affairs sends the Proposal to the the Bosnian Presidency for further process of ratification.

BOSNIA DEMANDS FROM SWEDEN NOT TO ALLOW EARLY RELEASE OF SERBIAN WAR CRIMINAL BILJANA PLAVSIC FROM PRISON

SARAJEVO, Bosnia (September 9,2008) - A member of the Bosnian State Presidency Željko Komšić has urged Sweden yesterday not to allow the early release of Serbian war criminal Biljana Plavšić,who was convicted for war crimes committed during the 1992-1995 Serbian aggression against Bosnia.

Bosnian State Presidency Member Željko Komšić sent a letter to Pero Westerberg, the Parliament President of Sweden, and Frederik Reinfeldt, the Prime Minister of Sweden, of the following content:

"In the Swedish prison Hinseberg, since 23.06.2003, Biljana Plavšić has been serving her eleven-year long sentence convicted by ICTY for being a member of the top war leadership of the Bosnian Serbs, for the worst crimes committed against humanity. She participated in planning, creation and implementation of persecution and destruction of the Bosniacs, the Croats and other non-Serbs in Bosnia and Herzegovina.

I possess information about the possibility that after serving 2/3 of the punishment, the competent judicial organs of the Kingdom of Sweden could accept the prisoner’s request for shortening the sentence, i.e. a pardon her and forward it to ICTY.

As a Member of the Bosnia and Herzegovina Presidency, but also personally, I think that, given the gravity of the acts for which she has been convicted, and because of her reported unwillingness to have any further cooperation with the ICTY in other cases, any act of mercy toward the mentioned person would be a great mistake and an insult for the families of the victims of the criminal enterprise in which she took part for which she has been convicted.

In addition to the committed genocide in the Srebrenica area, more than 100,000 killed in Bosnia and Herzegovina, hundreds of thousands of wounded and thousands of raped women are a direct result of Biljana Plavšić’s activities, as well as the fact that there are more than 13,000 persons currently missing in Bosnia and Herzegovina.

One should especially bear in mind the fact that 60,000 citizens originally from Bosnia and Herzegovina currently live and work in the Kingdom of Sweden, majority of them had had to leave the country because of the prisoner’s war engagement.

I am of the opinion that all this does not leave any ethical possibility for displaying any act of mercy toward the prisoner, for the competent organs of the Kingdom of Sweden.

I hope that you will respect my opinion on this matter and in this way contribute to the enhancement and improvement of the traditionally friendly relations between our two countries.”


Serbian fascist Biljana Plavsic, 78, was indicted and tried by The Hague Tribunal. In 2002, she plea bargained and was convicted to a shamefully low sentence of 11 years in jail for crimes against humanity.

As part of Serbian war criminal Biljana Plavsic’s plea deal, she laid the blame for the genocide committed during the 1992-95 Serbian aggression against Bosnia on the late former Yugoslav president,Serbian war criminal Slobodan Milosevic, and on former leaders of the Serbians living in Bosnia,Serbian war criminals Radovan Karadzic and Ratko Mladic.

A month ago, a group of Serbian fascist launched an appeal to the Hague Tribunal and Swedish authorities for Serbian war criminal Plavsic’s early release on the basis of her age and the period she has already spent in the jail. This plea was also backed by the leader of the genocidal Serbian creature in Bosnia "RS",Serban fascist Milorad Dodik, who even visisted her in her cell less than a month ago.

In 2009, the convicted Serbian war criminal Biljana Plavsic will serve two-thirds of her sentence, after which Swedish laws allow an early release of prisoners in case of their good behaviour. However,Komsic’s letter could block this move.

BOSNIAN PRESIDENCY MEMBER ZELJKO KOMSIC WELCOMES ARREST OF SERBIAN WAR CRIMINAL RADOVAN KARADZIC

SARAJEVO, Bosnia (July 24,2008) - The arrest of Serbian war criminal Radovan Karadzic is a great thing for Bosnia and justice, said Bosnian State Presidency Member Zeljko Komsic on the special press-conference that took place in the Bosnian capital Sarajevo on the occasion of his arrest.

Serbian war criminal Radovan Karadzic is charged by the International Criminal Tribunal for the former Yugoslavia (ICTY) with genocide, extermination, murder, deportation, inhumane acts, and other crimes against Bosnian civilians committed during the 1992-1995 Serbian aggression against Bosnia.

Bosnian Presidency Member Zeljko Komsic said that by this arrest justice has been only partially served.

"Every day that the accused of war crimes spend as free people is a lost day for the victims of the crimes and justice", he pointed out, warning that two other top Serbian war criminals indicted by The Hague Tribunal, Ratko Mladic and Goran Hadzic are still at large.

BOSNIAN PRESIDENCY MEMBER ZELJKO KOMSIC MET WITH HEAD OF CATHOLIC CHURCH IN BOSNIA VINKO PULJIC

SARAJEVO, Bosnia (July 24,2008) - Bosnian State Presidency Member Željko Komšić met in the Bosnian capital Sarajevo with Head of the Catholic Church in Bosnia Cardinal Vinko Puljić.During the meeting,they talked about the relations between the Bosnian state and the Catholic Church in Bosnia, as well as about certain open issues concerning the Roman Catholic Church’s property in Bosnia.

Cardinal Puljić emphasized that he as a pontiff, and the entire Roman Catholic Church as well, seem to be receiving less and less support, even a lack of understanding of the competent Bosnian state institutions in relation to solving property and legal, particularly proprietary problems that the Roman Catholic Church has been facing.

He asked Bosnian Presidency Member Komšić to continue to help with his reputation and authority to solving concrete issues, for which he had not had an appropriate engagement.

During the meeting, they also discussed other issues in relation to the work of other religious communities in Bosnia.

Cardinal Puljić thanked Bosnian Presidency member Komšić for the previous overall engagement and understanding for the needs of the Catholic Church in Bosnia.

SILAJDZIC MET WITH OIC GENERAL SECRETARY EKMELEDDIN IHSANOGLU

JEDDAH, Saudi Arabia (February 27,2008) – A member of the Bosnian Presidency Dr Haris Silajdzic met in Saudi Arabia with the President of the Islamic Development Bank (IDB). During the meeting, the two were discussing IDB’s role in the economic development of Bosnia. Need to support sustainable return of refugees, infrastructural developments and other projects for overall improvement of the quality of life were in the focus.

Afterwards, Silajdzic also met with the general secretary of the Organization of the Islamic Conference (OIC) – Dr Ekmeleddin İhsanoğlu. They were talking about the details of the forthcoming OIC Summit in Dakar, to which Bosnia has been invited to participate.

BOSNIAN GOVERNMENT ADOPTED SINGLE LAW FOR ALL SALARIES OF PUBLIC SERVANTS AND GOVERNMENT OFFICIALS

SARAJEVO, Bosnia (February 24,2008) - The Bosnian government has adopted bills about the Fiscal Council and the salaries of public servants and government officials. A law on Fiscal Council is one of the EU’s conditions in an effort to establish a unified business environment in Bosnia.

The law on salaries in the public sector regulates the issue in such a way that the same type of work will be paid the same, regardless on the government institution paying the salary.

As the Bosnian Minister of Finance mDragan Vrankic said, the salaries of all public servants will be calculated according to a single law. Their basic salaries will be determined on the basis of the national average salary.

According to the proposal adopted , the Bosnian Prime Minister will be paid 4,700 Bosnian Marks and the the Bosnian Finance minister 4,200 a month. The highest salaries will be paid to members of the Bosnian Presidency (around 5,000 Bosnian Marks a month).

BOSNIAN PRESIDENCY MEMBER HARIS SILAJDZIC DISCUSSED POLITICAL SITUATION IN BOSNIA WITH SEVERAL FOREIGN DIPLOMATS

SARAJEVO, Bosnia (February 22,2008) – A member of the Bosnian Presidency Dr Haris Silajdžić met with Said Nasser Mansoor Al-Sinawi Al-Hartly, the Ambassador of the Sultanate of Oman to Bosnia.

Dr Silajdžić also had separate meetings with Zulkifli Adnan, the Ambassador of Malaysia to Bosnia, Bullent Tulun, the Ambassador of Turkey to Bosnia and Raffi Gregorian, the International Community's First Deputy High Representative in Bosnia.

During the meeting, they talked about the current political situation in Bosnia and the region.

Besides that, they also talked about the state of the Bosnian economy , as well as the possibilities and the perspective for the following period.

All conversationalists agreed that besides all pressing issues in Bosnia, the priority is signing the Stabilization and Association Agreement with the European Union,the Cabinet of Bosnian Presidency Member Dr Haris Silajdžić said in a press release.

BOSNIAN PRESIDENCY AGAIN WITHOUT CONSENSUS ON AGREEMENT ON DUAL CITIZENSHIP BETWEEN BOSNIA AND CROATIA

SARAJEVO, Bosnia (February 21,2008) – The Bosnian Presidency did not achieve consensus on the proposition to ratify the agreement on dual citizenship between Bosnia and Croatia.

Bosnian Presidency member Haris Silajzic was against this decision since he believes that the problem of dual citizenship should not be solved this way and that a complete solution has to be found which would satisfy all Bosnian citizens and put then in equal position.

”The case is by ratifying this agreement with Croatia, the Bosnian citizens with Croatian citizenship would be in privileged position”, stated Silajdzic at the press conference after the Bosnian Presidency session.

He pointed out that there is no democratic country in the world which takes away its citizenship if its citizens gain citizenship of some other country” and that “Bosnia is the only country in the world which conditions dual citizenship with bilateral agreement”.

He appealed to those in parliament who for the fifth time refused to cancel Article 17 of the Law on citizenship to reconsider their decision, since by doing this we put all our citizens in equal position and to resolve this matter with the countries which expect us to conclude it by canceling Article 17”.

Considering there was no consensus, Silajdzic announced that he will take the decision to the Bosnian Parliament's House of Peoples and claim the protection of vital national interest”.

Also,the Bosnian Presidency did not reach a consensus on sending the request to the UN Security Council regarding the measures on implementation of the verdict by International Court of Justice from February 2007.

Bosnian Presidency members Haris Silajdzic and Zeljko Komsic voted for while Nebojsa Radmanovic was against this decision.

The Bosnian Presidency adopted the information on realization of NATO Trust Fund activities and adopted a decision on opening proceeding for talks over the conclusion of Agreement between Bosnia and Slovakia on improvement and protection of investments and decision on the agreement between Bosnia and Hungary on social security and insurance.

The Bosnian Presidency also adopted a decision on changes and amendments of the decision on rationalization of diplomatic and consular offices of Bosnia abroad.

According to this decision, the Bosnian Ministry of Foreign Affairs shall within 90 days from this decision finalize all affairs on closing one consulate of Bosnia in Bonn, Germany and all activities around opening of the new consulate in Frankfurt until December 31.

ORIGINAL COPY OF DAYTON PEACE AGREEMENT HAS NEVER BEEN STORED IN BOSNIAN STATE PRESIDENCY ARCHIVES

SARAJEVO, Bosnia (February 20,2008) – In accordance to the conclusion from the 31st session of the Bosnian State Presidency, held February 13, related to collecting of information on where the original Dayton Peace Agreement document actually is, activities have been initiated immediately and files have been submitted to the Bosnian Foreign Affairs Ministry and the Bosnian State Presidency Archives.

The Archives officials have sent a note to the Bosnian Presidency stating that the Dayton Agreement original is not one of the documents submitted to the institution.

The Bosnian Foreign Affairs Ministry has informed the Bosnian Presidency Secretariat that the original is not in the Ministry facilities.

It has been concluded by seeing the Protocol of Presidency of the Republic of Bosnia, from the time the Dayton Agreement was signed, as well as from the stime after that (December 1995/January 1996) that the original copy of the Dayton Peace Agreement had never been submitted and was never stored in the Bosnian Presidency Archives.

After the Bosnian Presidency members discuss and analyze the data submitted and collected so far, related to the Dayton Agreement, the Bosnian Presidency Secretariat will submit the Sarajevo Canton Prosecutor’s Office an answer presenting all the information at the disposal, the Bosnian State Presidency announced.

SILAJDZIC: KOSOVO INDEPENDENCE DOES NOT AFFECT BOSNIA

SARAJEVO, Bosnia (February 19,2008) – A member of the Bosnian Presidency Haris Silajdzic stated that Kosovo independence is not a matter of Bosnia and that the Bosnian state institutions will not allow any interference into Bosnia's internal matters.

"The Bosnian state institutions are obliged to protect peace and security of all Bosnian citizens in case of an attempt to transfer tensions onto our country. This is especially related to returnee population which is in the center of domestic authorized institutions and international factor," Silajdzic said.

"Bosnia is sovereign, independent and internationally recognized state. This is a fact that Kosovo change of status cannot change in any way, or any other circumstances in the region for that matter," Silajdzic said.

"In the relations with Bosnia we expect from Serbia to act according to principles of mutual recognition and recognition of international law including the commitments Serbia took over with the verdict of International Court of Justice on February 26 2007”, Silajdzic stated.
