MOSCOW, Russia (March 6,2008) - The Bosnian Embassy in Moscow said it received a letter threatening to kill Bosnians in retaliation for Kosovo’s declaration of independence.
“You are pronounced personas non grata on the territory of Russia. We will kill your citizens in Moscow for Kosovo. Your Embassy will be destroyed by the end of 2008.,” read the Russian terrorists' letter, cited in a statement issued by a member of the Bosnian Presidency, Dr Haris Silajdzic.
According to the statement from Silajdzic's office, the letter addressed to the Bosnian Embassy in Moscow had a swastika drawn and the name of sender on the envelope.
“This threatening letter is considered as part of wide campaign which is being led lately against Bosnia in some diplomatic circles of the Russian Federation, the state media, as well as in academic circles,” Dr Silajdzic said.
The Bosnian Foreign Affairs Ministry said it will undertake all necessary measures in raising this case with the Russian government so it can provide adequate protection to the Bosnian Embassy in Moscow and its personnel.

CHAPPELL: OPENING OF STATE OFFICE AT NATO HQ IS A SIGNIFICANT STEP FOR BOSNIA
SARAJEVO, Bosnia (March 6,2008) - NATO HQ in Bosnia stated that the last week’s opening of the office of the Bosnian diplomatic and military mission at NATO is a significant step for the country.
NATO Spokesperson in Sarajevo Derek Chappell told the press that it is a very important step in relations between NATO and Bosnia.
He added that the NATO representatives in Brussels praised the Bosnian authorities in the sense of speed and efficiency of the Bosnian defence reforms.

BOSNIAN STATE COURT INDICTS SERBIAN WAR CRIMINAL VINKO KONDIC FOR GENOCIDE
SARAJEVO, Bosnia (March 6,2008) - The Bosnian State Court has indicted yesterday Serbian war criminal Vinko Kondic, accusing him of involvement in the mass murder of hundreds of the Bosnian civilians during the early stages of the 1992-95 Serbian aggression against Bosnia, the Court said yesterday.
Serbian war criminal Vinko Kondic, a former member of the genocidal Serbian aggressor's formations, is accused of organising the arrest, detention and torture of nearly 1,200 Bosnian civilians.
"Kondic is charged with incitement to commit criminal offences of genocide, war crimes and crimes against humanity," the Bosnian State Court ourt said in a statement.
The indictment also accused Serbian war criminal Vinko Kondic of stopping a convoy of Croatian refugees in November 1991 and detaining at least 30 men from the group. They were taken to the Bosnian town of Kljuc, tortured and then transported by the genocidal Serbian aggressor to a concentration camp.
The indictment also said that Serbian war criminal Vinko Kondic organised and took part in the search of Bosnian homes in villages around Kljuc in summer of 1992. More than 1,000 Bosnian civilians were first detained by the genocidal Serbian aggressor in facilities in Kljuc and later transported to the notorious Manjaca concentration camp.
Three civilians died on arrival at the concentration camp from injuries sustained during torture, the indictment said.
More than 200 Bosnian civilians who were taken from their homes and detained in a school near Kljuc in July 1992 were put on buses, taken to an unknown location and murdered by the genocidal Serbian aggressor. "On July 10, 1992 at least 219 Bosnian civilians were murdered," the indictment said.

BOSNIAN PRESIDENCY MEMBER HARIS SILAJDZIC MET WITH AMBASSADOR OF HUNGARY

They talked about the Euro-Atlantic integration process, as well as about the economic cooperation expansion between Hungary and Bosnia. Ambassador Varga said his country would continue to support Bosnia on its way to the EU and NATO memberships.
Ambassador Varga also stated that economic relations between the two countries could be considered good and that Hungarian companies want to expand their cooperation with Bosnian businessmen and increase investments in Bosnia.
Dr Silajdžić thanked Ambassador Varga for the Hungarian support to Bosnia, as well as for supporting Bosnia in receiving additional visa facilitation even before its full-fledged European Union membership.

OSCE: GUIDEBOOK FOR HUMAN RESOURCES MANAGEMENT PRESENTED
SARAJEVO, Bosnia (March 6,2008) – The OSCE Mission to Bosnia presented in the Bosnian capital Sarajevo yesterday Guidebook for Human Resources Management in the Bosnian Municipalities, which offers practical advice on human resources management that has ben developed in accordance to the conditions in Bosnia's municipalities.
The Guidebook is the result of one-year long efforts of the representatives of municipalities and OSCE. Over 120 representatives from different BiH municipalities attended the presentation.
OSCE Project Manager in the Sector of Municipality Development Arlett Stojanovic told the press that the idea for such a guidebook was initiated two years ago, at the time when the OSCE noticed many laws, but lack of guidelines to their implementation.
That is why the OSCE representatives came to the idea of creating a guidebook. A workgroup was formed, consisted of people who fact the problems related to the issue on the daily basis, Stojanovic said.
Hasan Muratovic, Mayor of Zivince Municipality and a member of the Workgroup stated that a pragmatic material has been developed aimed to offer help to the municipal mayors in the public administration reform processes, which is one of the conditions for association to the EU.
Human factor is the key for implementation of the reform. Muratovic emphasized that it is the vcery reason why not only the experts were involved in development of the Guidebook, but also people directly involved in the issue. That is what makes this document different in comparison to other regulations passed in the procedure.
He emphasized that the most important segment of the Guidebook is internal organization and systematization of work places, which is the key element of the public administration reform. The goal is to increase the number of information and decrease the number of executors.
”Citizens expect the money from public administration financing to be used for the purpose of implementation of projects which are of general interest to the citizens”, Muratovic said.
He expects that the Guidebook will lead to changes or amendments of several non-quality or undefined laws.

REHN: BOSNIA CAN MEET SAA CONDITIONS QUICKLY
BRUSSELS, Belgium (March 6,2008) - The European Commission (EC) thinks Bosnia can quickly meet conditions for the signing of Stabilization and Association Agreement (SAA) with the EU and that the dialogue about visa facilitation for the Bosnian citizens would start soon.
That is stated in the conclusion about Bosnia in the communique about the strengthening of EU perspective of the southeastern European countries, which was presented by the EU Enlargement Commissioner Olli Rehn in Brussels yesterday.
The EC emphasizes that Bosnia's political leaders have to take additional effort, and reminds that the Peace Implementation Council decided to postpone the closing of the Office of the International Community's High Representative in Bosnia (OHR).
The adoption of police law is expected soon by Bosnia, as well as the establishment of functional and efficient institutions capable of responding to the challenges of European integration.

HSP PARTY REQUESTS FROM LAJCAK TO CHANGE NAME OF "RS" ENTITY
SARAJEVO, Bosnia (March 6,2008) - The President of the HSP Party Zvonko Jurisic has requested from the International Community's High Representative in Bosnia Miroslav Lajcak to impose an act on entity governments in which the number of ministers from all three peoples would be the same and ''the name of the RS entity harmonized with the Decision on the constitutionality of peoples, because the other peoples are discriminated by the use of this name''.
He thinks the position of Croatian people in the FBIH entity government is unacceptable, because there are eight ministers of Bosnian, six ministers of Croatian and three ministers of Serbian nationality. There are eight ministers of Serbian, five ministers of Bosnian and three ministers of Croatian nationality in the RS entity government. The Bosnians dominate one and the Serbians the other entity,Jurisic said.
